HNBGU Group B Eligibility 2026 (Post-wise)

1. Assistant (12 Posts, Level 06)

  • Bachelor’s degree from a recognized University/Institute.
  • At least 3 years’ experience as UDC (or equivalent, Level 4) or 8 years as LDC (or equivalent, Level 2) in a Central/State Govt./University/PSU or other Central/State autonomous body, or an equivalent position.
  • Working knowledge of computer applications, noting, and drafting.

2. Private Secretary (1 Post, Level 07)

  • Bachelor’s degree from a recognized University/Institute.
  • At least 3 years’ experience as Personal Assistant in a University, research establishment, Central/State Govt./PSU, or other autonomous body.
  • Stenography speed: 120 wpm (English) or 100 wpm (Hindi); typing speed: 35 wpm (English) or 30 wpm (Hindi); knowledge of computer applications.
  • Skill test: Dictation 10 minutes @ 120/100 wpm; transcription 50 minutes (English) / 60 minutes (Hindi).

3. Personal Assistant (1 Post, Level 06)

  • Bachelor’s degree in any discipline from a recognized Institute/University.
  • Stenography proficiency (English or Hindi) at minimum 100 wpm; typing at 35/30 wpm respectively; knowledge of computer applications.
  • 2 years’ experience as Stenographer (or equivalent) in a Central/State Govt. organization, University research institution, autonomous institution, or a reputed private institution with turnover of ₹200 crore or more.
  • Skill test: Dictation 10 minutes @ 100 wpm; transcription 40 minutes (English) / 55 minutes (Hindi).

4. Senior Technical Assistant – Auto CAD (1 Post, Level 06)

  • B.Tech. with a diploma in Auto CAD, OR a Master’s degree in Physics/Maths/Computer with a diploma in Auto CAD.

5. Senior Technical Assistant – HAPPRC (1 Post, Level 06)

  • Master’s degree in Biotechnology / Microbiology / Biochemistry / Environmental Science / Agriculture Science / Plant Science (including Medicinal & Aromatic Plants) / Botany from a recognized University.

6. Assistant Engineer, Civil (1 Post, Level 07)

  • First Class Bachelor’s degree in Civil Engineering from a recognized institute/University or equivalent.
  • 3 years’ experience as Junior Engineer (or equivalent) in State Govt. PWD service, a similar organization, University system, or a reputed private organization with annual turnover of ₹200 crore or more.
  • Desirable: knowledge of CAD and relevant management/design software.

7 & 8. Junior Engineer, Civil / Electrical (2 Posts Each, Level 06)

  • Bachelor’s degree in Engineering (relevant discipline) with 1 year’s relevant experience, OR Diploma in Engineering with 3 years’ relevant experience in CPWD/State PWD, similar organized/statutory/autonomous bodies, Central/State Universities, or a reputed private construction company with ₹200 crore+ annual turnover.
  • Desirable: working knowledge of AUTOCAD and other relevant software.

9. Senior Technical Assistant – ICT (3 Posts, Level 06)

  • B.E./B.Tech. (Computer Science/IT), OR MCA or equivalent, OR M.Sc. (Computer Science/Information Science) from a recognized University/Institute — all qualifying degrees with at least 55% marks.
  • 3 years’ relevant experience in software development/maintenance.

10. Horticulturist, Campus Development (1 Post, Level 07)

  • M.Sc. Agriculture (Horticulture specialization) or M.Sc. Horticulture with Floriculture, with 3 years’ experience in oriental gardening/floriculture/landscape gardening in a University/Govt./semi-Govt. organization, OR M.Sc. Botany (Horticulture specialization) with the same 3-year experience, OR B.Sc. Agriculture (Horticulture elective) with 5 years’ equivalent experience.

11. Assistant Information & Public Relation Officer (1 Post, Level 06)

  • Master’s degree in Journalism and Mass Communication (55% marks or equivalent grade) from a recognized University/Institute, OR a Master’s degree in any discipline with First Division plus a PG Diploma in Journalism and Mass Communication.
  • At least 3 years’ experience in the editorial department of an established newspaper (ABC-accredited), national news agency, radio, television, film media, or a reputed advertising agency, with excellent command of English, Hindi, and the regional language.

12. Sports Coach (1 Post, Level 07)

  • Master’s degree in Physical Education, plus a Diploma in Coaching from NIS or an equivalent qualification from a recognized University/Institution.
  • Desirable: competence in coaching at least two games at national/international level; 2 years’ coaching experience on the payroll of any organization/institution.

Important: Meeting the minimum essential qualifications does not automatically entitle a candidate to be called for the selection process; the University may restrict the number of candidates considered based on qualifications and experience.

HNBGU Group B Age Limit

Age relaxation for SC/ST/OBC/PwBD candidates is as per DoPT/Government of India rules. Age relaxation for existing HNBGU employees follows Clause 32(a) of the University’s Cadre Recruitment Rules. Reserved-category candidates applying for an Unreserved (UR) post are not entitled to any age or marks relaxation.

HNBGU Group B Pay Scale & Application Fee

Exact in-hand pay is not specified in the notification — it follows the 7th CPC pay matrix for Level 06 and Level 07, plus applicable allowances.

Application Fee

Important: Fee once paid is non-refundable under any circumstances. Payment must be made online only (credit/debit card, Net Banking, or UPI). Candidates applying for more than one post must submit separate applications and pay the fee separately for each.

HNBGU Group B Selection Process

  • Applications are scrutinized by a Screening Committee, which prepares a list of eligible/not-eligible candidates based on its own guidelines/criteria.
  • No interview will be held for Group ‘B’ and Group ‘C’ posts carrying Grade Pay of ₹4,600 or less, as per MHRD letter No. 19-50/2015-Desk-U dated 22.12.2015 — this applies to all 12 posts in this notification.
  • The University reserves the right to conduct a written test/skill test for any post, as per its Cadre Recruitment Rules, if it deems fit.
  • Where prescribed (Private Secretary, Personal Assistant), a computer-based skill test in stenography and typing will be conducted as per the norms listed under Eligibility.
  • Selection Committee decides its own method for evaluating candidate performance, wherever applicable.
  • A reserve panel/waiting list may be drawn up, valid for one year from the selection committee’s decision, and may be used for consequential/new vacancies.

How to Apply for HNBGU Recruitment 2026

  1. Visit the SAMARTH recruitment portal: hnbgunt.samarth.edu.in (link live from 17 August 2026).
  2. Register and fill the prescribed online application form with complete and correct information.
  3. Upload high-resolution, clearly readable, digitally verifiable scanned copies of degree/certificates, mark sheets, and experience certificates.
  4. Pay the applicable application fee online via credit/debit card, Net Banking, or UPI.
  5. Applicants already in government/other service must upload a No Objection Certificate (NOC) from their employer along with the application.
  6. Applicants from non-government organizations must submit Form-16 to support claimed experience for salary/emoluments.
  7. Review and submit the application before 16 September 2026, 6:00 PM. Only online applications will be accepted — hard copies must not be sent to the University.

Important: Applications not supported with the required readable, self-attested enclosures will be outright rejected, with no further communication entertained on the matter.

Documents Required

  • Educational qualification certificates and mark sheets (as prescribed for the post applied for)
  • Experience certificates supporting the claimed years of relevant experience
  • Category certificate (SC/ST/OBC-NCL/EWS/PwBD), where claiming reservation — OBC-NCL and EWS certificates must be issued on or after 01.04.2026
  • No Objection Certificate (NOC) from current employer, if already in service
  • Form-16, if applying with experience from a non-government organization
  • CR dossier (last 5 years, duly certified) with employer’s forwarding, if applying on deputation basis
  • Reprints of important publications, where applicable to the post
  • Self-attested English/Hindi translation of any certificate not originally in English or Hindi

Important Conditions

  • Reserved-category candidates applying for an Unreserved (UR) post get no age or marks relaxation.
  • Reservations/relaxations for SC/ST/OBC-NCL/EWS/PwBD follow existing Government of India/UGC rules.
  • No TA/DA is payable for attending any interview or written/skill test at any stage of the process.
  • Suppression of factual information, submission of fake documents, or misleading information will lead to cancellation of candidature — even after appointment, if detected later.
  • The selected candidate is liable to serve anywhere under the jurisdiction of HNBGU, Srinagar Garhwal, Uttarakhand.
  • The University reserves the right to withdraw, modify, or cancel the advertisement, in part or whole, or to fill or not fill any advertised post, without assigning any reason.
  • Canvassing in any form may lead to cancellation of candidature.
  • Corrigenda/addenda/amendments will be published only on the University website (www.hnbgu.ac.in) — no separate communication by post/courier will be sent.
  • In case of discrepancy between the Hindi and English versions of the advertisement, the English version prevails.
  • Any dispute is subject to the jurisdiction of the Hon’ble High Court of Uttarakhand, Nainital.
