Preference in filling the direct recruitment vacant pourakarmika posts will be given in the following order:
- First priority is given to candidates currently working or who have previously worked on an outsourcing basis in urban local bodies – based on period of service, seniority/date of engagement, and having worked as a pourakarmika, loader, UDI helper, or cleaner for a minimum of one year, supported by proof such as ESI/PF/salary payment records, bank passbook, or attendance documents.
- Among families of urban local body outsourced pourakarmikas, if a family member has died – based on continuous years of service in outsourcing/contract – a family member may be considered for compassionate appointment (and for other qualifying reasons as well).
- Workers with experience in urban local body-related public toilets and solid waste management units – having worked continuously for a minimum of one year as loaders, UDI helpers, cleaners, or in waste segregation units – will be considered, based on proof documents such as ESI/EPF salary payment, bank passbook, or attendance records.
- If Municipal Sponsor Authority rule vacant posts exceed 10% of the total and eligible candidates are not available under the above criteria, the remaining posts will be filled from other identified marginalized groups or from family members (male, female, son/daughter) of the concerned candidate.
- Vacant posts remaining after the above criteria (1 to 4) will be filled by considering candidates in other categories, in order of priority.
Note on reservation: Reservation for Scheduled Castes, Scheduled Tribes, and Other Backward Classes (as per the opinion given by the Department of Social Welfare) is not applicable to this direct recruitment process, since the reservation act does not apply to this method of appointment. - Salary will be paid as per the minimum wage prescribed by the Labour Department, revised periodically, along with applicable P.F. and E.S.I. benefits.
- Direct recruitment appointed pourakarmikas are temporary employees and are not entitled to any benefits applicable to outside/private employees; they are also not permitted to run a private business or take up private work, and cannot approach a court of law regarding such matters. (Candidates are required to submit a Notary Affidavit to this effect at the time of appointment.)
- Candidates appointed must be physically fit to perform any assigned work; visually impaired candidates are not eligible.
- Direct recruitment appointment holders are not eligible for benefits such as death compensation, pension, or gratuity during the course of duty.
- Direct recruitment appointed pourakarmikas must perform sanitation work only and cannot be assigned to any other work or office duties.
- Employees cannot perform any duty outside their designated role in any related department.
- If a direct recruitment appointee fails in duty performance, or if the Chief Officer receives complaints/suggestions regarding the same, the concerned Commissioner/Pourayukta will remove such persons from duty following due notice procedure.
- Direct recruitment appointed employees are bound by orders/circulars issued periodically by the Government and the Directorate. (A Notary Affidavit is required from candidates for this as well.)
- If false or incorrect information is found in the application at any stage of employment, the appointment of the concerned candidate will be cancelled and criminal case proceedings will apply.
- The final decision regarding direct recruitment appointment rests with the Chairman of the Direct Recruitment Authority and the District Collector, wherever the District is concerned.
